Anybody here fish for them? If so, where at? What tackle? What time of the day/year? What would be the closest place to catch one from Quantico?

Big ones.

I'd love to tell you what to use and why but I'm not a Musky fisherman, I've caught 2 in my life wile fishing for bass. Neither one of them were overly huge though.

Burke Lake ...... up in Fairfax County ....... not to far from Quantico , just have to fight the traffic on the dreaded Interstate 95 Bash

Tiger Muskie ........... about 30 years ago , we saw the VDGIF netting them , and stripping the eggs and fertilizing them ..... right around Easter time .

You want to use something similar to what they eat. In the james that is usually suckers and carp. I throw massive crank baits and glide baits that are similar in color to suckers and carp. You can also catch them on big inline spinners like musky killers.
